A commercial office park in Entebbe comprising 4 separate buildings with shared parking and gated entry. The park houses multiple tenant organizations with varying security requirements. Common areas include lobbies, corridors, stairwells, parking lots, and a central server room.

Initial Site Condition

What We Walked Into

Security across the 4-building complex relied on a patchwork of legacy analog cameras, most of which were non-functional or producing unusable footage. Remote viewing was not possible — footage could only be reviewed on a local monitor in the security office. Physical access was managed through handwritten gate logbooks, providing no audit trail and no verification of identity. Unauthorized entry incidents had been reported across multiple buildings, with no video evidence available for investigation. The existing analog infrastructure could not be extended or upgraded — it had reached end of life with no replacement parts available.

Legacy Architecture Discovered:

Approximately 30 analog CCTV cameras of varying age and condition, connected via coaxial cable to a single DVR with 500GB storage. Many cameras had failed CCD sensors producing washed-out or black-and-white images. No remote viewing capability. Gate access controlled by manual logbooks with no electronic verification. A basic intercom system at the main gate. No structured network infrastructure dedicated to security systems.

Physical Audit

A security audit identified that only 14 of the 30 existing cameras were operational, and of those, only 8 produced footage of sufficient quality to be useful for identification purposes. The DVR had no redundancy — a single disk failure would result in total footage loss. The analog cabling was routed alongside data and power cables in shared conduits, with several coax runs showing physical damage. The gate had no electronic access control — vehicles and pedestrians entered without verification. The server room had a standard door lock with no access logging. There was no dedicated network segment for security equipment — the few IP-capable devices shared the general office network.

Engineered Solution

Architecture & Decisions

The security infrastructure was redesigned around a fully IP-based architecture with 4K cameras connected via Cat6 to a dedicated surveillance VLAN, completely isolated from tenant network traffic. A 64-channel NVR with RAID-5 storage was specified, providing redundancy against disk failure and sufficient retention for 30+ days of continuous recording. Biometric fingerprint readers were specified for building entrances, the server room, and parking gate access points, with all access events logged to a centralized platform. A centralized monitoring dashboard was designed to provide real-time camera feeds and access event logs from a single interface, accessible from the security office and remotely via encrypted VPN.

Installed over 120 Hikvision 4K IP cameras across all 4 buildings — including lobbies, corridors, stairwells, parking areas, and building perimeters — connected via Cat6 to dedicated surveillance switches
